In response to the Victorian Auditor General Office’s (VAGO) audit of public participation and community engagement in Local Government, the City of Ballarat sought to revise its existing Community Engagement Framework. Specifically, Council wanted to improve its compliance with the IAP2 model for the framework and documentation of a planned engagement process and to develop supporting tools.
Capire worked with the City of Ballarat through a co-design process that involved key staff, Councillors and other key stakeholders. During the co-design, participants revised the existing framework and handbook documents, and developed a new engagement plan template. Capire made this possible by introducing independent research into the co-design. The research included a better practice review of engagement frameworks in Victoria, and confidential interviews with Council staff.
Since implementing the revised Community Engagement Framework, the City of Ballarat has begun to implement more consistent and meaningful community engagement across the organisation.
