Capire supported the City of Stonnington in ensuring robust community input into the Neighbourhood Activity Centre Framework. The Framework coordinates planning for 17 Neighbourhood Activity Centres, considering their future economic, community and environmental roles.
Through a series of engagement activities – including online and in-person forums, an online survey, and one-on-one conversations and correspondence – community members provided their feedback on the vision and controls for various local activity centres, taking into consideration local context, heritage and neighbourhood character. The adopted Framework identifies a vision and planning controls to guide growth and development for Neighbourhood Activity Centres over the next 20 to 30 years.
Community forums enabled people to better understand the planning controls suggested by Council, and the relationship between Council’s activity centre planning and the Victorian Government’s planning for activity centres around Melbourne.
Following the engagement period, Capire developed a comprehensive report sharing the feedback received across 17 Neighbourhood Activity Centres. This was used to amend the draft Framework, which was adopted by Council in September 2025.
The City of Stonnington was awarded ‘Best Strategic Planning Project’ in the 2025 Victorian Planning Institute of Australia awards for the Neighbourhood Activity Centre Planning project.
