Level Crossing Removals

The design and delivery of the Community Tender Advisory Panel for the Caulfield to Dandenong ‘sky rail’ package was delivered under strict probity control during a live commercial tender assessment process. The Panel provided competing bidders deeper insights into community sentiments, allowing designed to be refined. The independent Community Open Space Expert Panel (COSEP) was another industry first.

For over 12 months, Capire facilitated the Panel which comprised leading landscape planners, botanists, disability specialists, community leaders and local government designers. Panel members presented real time design critique and advice to the design team of 17km (22.5 hectares) of newly created linear open space.

Capire continues to support eight major construction packages during construction. We have independently co-chaired with the local Member of Parliament, 15 Stakeholder Liaison Groups across metropolitan Melbourne. These groups have provided a critical local stakeholder project delivery feedback model and ongoing communication links across each neighbourhood. Capire also continues to support major investments in public open space renewal and revitalisation projects at Seaford and Carrum, facilitating public open space revitalisation groups with Local Government, youth, business, resident and community leaders.

For over four years, Capire has been delighted to support the team at LXRA.  In 2017 they received acknowledgement of excellence by the Victoria Auditor General, and in 2018 COSEP was shortlisted for a ‘Core Values’ award by the Australian chapter of the International Association of Public Participation (IAP2).
