Capire supported the design, delivery, analysis and reporting of the community and stakeholder engagement for the North East Link Urban Design and Landscape Plan.

Urban Design and Landscape Plan Community Engagement

The North East Link will connect Melbourne’s Metropolitan Ring Road at Greensborough with the Eastern Freeway at Bulleen. Capire was appointed by North East Link South Alliance (NELSA) to provide engagement services for the design, delivery, analysis and reporting of the community and stakeholder engagement for the South Package of the North East Link Urban Design and Landscape Plan (UDLP).

This engagement included a pre-exhibition phase, plus a 30-day public exhibition. Capire developed a comprehensive Communications and Engagement Plan that provided an overarching framework for the principles, objectives and approach to engaging with community members and key stakeholders.

Capire’s plan was designed to help meet project objectives – to build trust and positive working relationships, to explain the UDLP process, to bring the community and key stakeholders up to date, to understand people’s concerns, and to mitigate risks.

In addition to developing targeted engagement plans for key stakeholders and residents, Capire supported NELSA with engagement delivery, event co-ordination, submission processes, data analysis and reporting.

Capire was re-engaged by Laing O’Rourke to assist in the data analysis and reporting for the Doncaster Park and Ride UDLP. This was an opportunity to implement lessons learnt from the Burke to Tram Road project. Capire worked with Laing O’Rourke and the Department of Transport and Planning to analyse survey responses for the UDLP report.
