Yarra Ranges Council were looking to improve support for young people and their families living in the municipality by providing seamless and collaborative services. To do this, Capire worked with Council to develop a Strategic Youth Action Plan. The plan’s aims were to identify and address the priority issues for young people in Yarra Ranges and to deliver on the outcomes and goals detailed in Council’s Child and Youth Strategy.
The process involved engagement to determine the priority areas for young people, and who is responsible for meeting the priorities. The engagement highlighted the importance of defining Council’s role in direct services provision and the role it should play in broader planning for youth, such as advocacy, capacity and partnership building.
A major outcome of the project was building the capacity of Council’s youth services department, which shifted its focus from service program delivery to youth needs. Capire helped develop program delivery tools, which included a new method to understand the different roles, focus areas and priorities of Council and external agencies. This project kickstarted several projects that Council will seek to deliver in the few years, including developing a youth engagement strategy, understanding existing needs, and building partnerships with external agencies.
