Capire was appointed directly by the Office of the Co-ordinator General to provide an independent and in-depth review of communications and engagement activities across the Major Transport Infrastructure Program (MTIP). The core purpose of review was to seek insight from Ministerial offices, key agencies, contractors, staff and the wider stakeholder groups and make recommendation to the future resourcing, policy settings, protocols, tools and engagement practice to maximise efficiency and to better align with Victorian Auditor General’s Office (VAGO) Better Practice Guidelines and the International Association for Public Participation (IAP2) core values.

Capire’s method ensured that the audit gleaned important insights from key internal and external stakeholders to understand the strengths and opportunities for improvement across MTIP. These insights, combined with Capire’s engagement expertise have supported the development of a strategic roadmap to enhance engagement across MTIP.
